The Employee Benefits/Towers Watson Flexible benefits research 2013 revealed that 92% of employers that did not offer flex viewed the cost of implementation as a barrier to doing so.
And 55% of respondents believed that flex schemes had been most effective in optimising tax and national insurance breaks.
